国务院办公厅日前印发《关于推进对外贸易创新发展的实施意见》，提出创新方式开拓国际市场、优化国内区域布局、加强外贸企业竞争力等九大支持外贸发展新措施。The State Council recently unveiled guidelines on the innovative development of the countrys foreign trade. It specified measures covering nine areas to promote trade development, including searching for new ways to explore the international market, optimizing the domestic layout of foreign trade, and enhancing the competitiveness of foreign trade firms.

今年败兴，受新冠肺炎疫情叠加世界经济衰退影响，全世界贸易“寒意渐浓”，中国货物贸易进出口却已连续5个月正增长，外贸发展恢复态势良好。置身繁杂严峻的外边环境，怎样进一步挖掘外贸潜能、促进外贸稳中提质、推动国际贸易合作，事关中国经济社会发展大局，亦关乎全世界经济复苏。
《关于推进对外贸易创新发展的实施意见》是我国外贸高质量发展的施工图和路线图。《意见》提出，围绕构建新发展格局，加快推进国际市场布局、国内区域布局、经营主体、商品结构、贸易方式等“五个优化”和外贸转型升级基地、贸易促进平台、国际营销体系等“三项建设”，培育新形势下参与国际合作和竞争新优良，实现对外贸易创新发展。《意见》从九个方面提出了推进对外贸易创新发展的详细措施：创新开拓方式，优化国际市场布局；发挥比较优良，优化国内区域布局；加强归类指点，优化经营主体；创新要素投入，优化商品结构；创新发展模式，优化贸易方式；创新运营方式，推进国家外贸转型升级基地建设；创新服务模式，推进贸易促进平台建设；创新服务途径，推进国际营销体系建设；创新业态模式，培育外贸新动能。
【重要讲话】
促进外贸创新发展。中国将继续经过进博会等开放平台，支持各国企业拓展中国商机。中国将挖掘外贸增长潜能，为推动国际贸易增长、世界经济发展作出积极贡献。中国将推动跨境电商等新业态新模式加快发展，培育外贸新动能。中国将压缩《中国禁止进口限制进口技术目录》，为技术要素跨境自由流动创造良好环境。
China will pursue creative ways to grow foreign trade. Through the CIIE and other platforms of opening up, we will continue to support companies from around the world in exploring business opportunities in China. We will tap into the growth potential of foreign trade with a view to boosting growth in international trade and the world economy. China will encourage cross-border e-commerce and other new business forms and models to grow even quicker to foster new drivers of foreign trade. China will shorten its catalog of technologies prohibited or restricted from import to create a favorable environment for the free flow of technologies across borders.
